The EuroMed Civil Forum in Naples (28, 29 and 30 of November 2003) belongs within the way traced by the past Civil Forums that took place in Barcelona 1995, Malta 1997, Naples 1997, Stuttgart 1999, Marseille 2000, Brussels 2001, Valencia 2002 and Chania in May 2003, and brought testimony to the vitality of Civil Society in the region. They have also provided the opportunity for EuroMed civil societies to meet, exchange experiences, develop synergies and agree on recommendations to the governments of the EMP.

The topics discussed and the types of participants have differed with each Forum. The structure of the Civil Forum has also evolved in the course of time: originally marked by a high degree of institutionalism, tightly connected with the official Summits, they have progressively become an independent space for dialogue on questions of public interest such as citizenship, democracy, human rights, political strategy, environment, development, cultural equality.
