The steps to build the working network were:

• the individuation of planning partners in the different countries of the Mediterranean area;
• the definition of common shared objectives;
• the definition of specific objectives that every countries promote for a shared planning.

More time was employed to build the internal network. The Fondazione Mediterraneo in its about ten years of activities to begin from 1995 - also through the EuroMed Civil Forum of Barcelona (1995) and Naples (1997; 2003) - has written and ratified more than hundred agreements of collaboration with Euro-Mediterranean institutes and organisms. The Foundation opened four seats of Euro-Mediterranean reference, and instituted numerous thematic seats and bureaux. The agreements of collaboration concerned the specific projects are from ever the organizing form through which the Foundation and the institutes' partners achieve decisions and define the ways of collaborations. So the network is formed by a whole of connect knots that support the net; every knots has specific competences and resources that represents its power.
